Provided Contract Services: ISCI is providing IT and Quality Assurance Management
Contract: A-76 Quality Assurance Management Information Management / Information Technology (IM/IT) contract.

The objective of this project is to provide the Directorate of Corporate Information (CECI) of the US Army Corps of Engineers (USACE) with consulting and management assistance by developing a Quality Management System (QMS) to support a new Enterprise-wide Information Management / Information Technology service model. ISCI support includes but is not limited to, ensuring cost effective delivery of services provided by a national service provider (SP) in accordance with a Quality Assurance Surveillance Plan (QASP). This Quality Assurance Task Order assists the government in developing processes, procedures, policies, and tools necessary to perform quality of service assessments; collect, assess and report performance metrics, and provide assessments of the services provided throughout the organization. This Task Order incorporates work performed worldwide for the Army Corps of Engineers, involving IM/IT services provided to more than 35,000 users at more than 100 locations. (current site)

The Government’s objective is to establish a strategic partnership with the Service Provider (SP) to bring customer-focused, cost-effective IMIT products and services across the USACE enterprise, by introducing best business practices into the USACE culture and everyday operations. The Government expects the SP to enter into this long-term collaboration with the same high level of trust and partnership to balance consistent service performance with the risk and benefit of constant technological innovation and process improvement. While the Government will continue to provide strategic direction and policy for the overall IM/IT effort, the SP is expected to fully participate in the development of that direction and policy as partners, as well as execute the IMIT program.

To help agencies satisfy their small business requirements, and to simplify and accelerate the bid/award process, the FAA has established the eFast preferred solution. eFast will help both agency and contractor accomplish the following-
-Preferred acquisition vehicle for fulfilling agency small business goals.
-Streamline new contract awards. Direct awards to Small Business 8(a)s, Service-Disable Veteran-Owned Businesses, and Alaskan Native Corporations.
-Processes are automated and structured to facilitate rapid procurements and efficient administration.

The Federal Aviation Administration (FAA) entered into multiple Master Ordering Agreements (MOAs) with Small Businesses; 8(a), Women-Owned, Socially and Economically Disadvantaged Businesses (SEDB) to provide comprehensive management, engineering and technical support services. eFAST is a multi-year MOA program offering a wide array of labor categories with fixed ceiling rates. eFAST is the FAA’s preferred acquisition vehicle for fulfilling Agency Small Business goals in 8 functional areas.

SeaPort-e |

SeaPort-e is the Navy's electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corp, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded, and managed using the SeaPort-e platform. Since nearly 85% of its contract–holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth.

This program supports the day-to-day quality assurance oversight of service support provided to the Department of Defense for the Biometrics Office Support Services. Working with the Government Contracting Officer (KO), the task order-level TMs, Government management personnel, the prime contractor program office and customer agency representatives, the program is responsible for the overall management of the quality assurance effort and insuring that the technical solutions are accomplished in accordance to established quality standards. This quality assurance support will assist the government in developing processes, procedures, policies, and tools necessary to perform the assessment of the services provided throughout the organization. Biometrics Operations and Support Services Unrestricted
The BOSS-U Acquisition is a part of the DoD’s overall plan to comply with Homeland Security Presidential Directive (HSPD) 24 and National Security Presidential Directive (NSPD) 59 mandates, which require the continued use of biometrics technology and common IT and data standards between U.S. Intelligence agencies, DoS, DoD, and DHS.. In order to supports the day-to-day quality assurance oversight of DoD Biometrics Task Force run on behalf by the Information Technology, E-commerce and Commercial Contracting Center (ITEC4), these mandates require that U.S. intelligence agencies, the Department of State, the Department of Defense and the Department of Homeland Security leverage common information technology and data standards, protocols and interfaces to ensure compatibility in the methods used to collect, store and share biometric information.

Under this suite of indefinite-delivery / indefinite quantity (IDIQ) contracts, selected companies will develop and deploy interoperable biometric hardware and software and provide a suite of services in six comprehensive functional service areas: Management Support Services; Infrastructure Procurement Design, Development, & Integration; Operations and Maintenance; Advanced Technology Demonstration; Studies and Analysis; and Test and Evaluation.

Commercial Enterprise Omnibus Support Services
The Marine Corps Systems Command (MCSC) hosts their entire CEOss indefinite delivery/indefinite quantity (IDIQ) business model on a web-based, Enterprise Procurement Portal (eP2) to provide a primary contract vehicle used by contractor support services. MCSC is the principal Marine Corps activity involved in all facets of weapons systems acquisition, life cycle management (inclusive of all budget and contracting functions), and post-deployment logistics support.

The CEOss business model ties together 1300 government customers across 24 technical offices with a vendor pool of 27 prime firms and over 150 participating firms. CEOss operates under a defined set of business rules, predicated upon competitive sourcing, in conjunction with a back office suite of estimating tools, document generators, and invoice management features residing on an enterprise architecture known as eP2. This application allows the Acquisition Center for Support Services (ACSS) office to provide end-to-end (e2e) procurement services – from requirements generation to task order management and close out – through a service center organization that employs only 7 full time staff (notably, 2 of these are 1102 contracting interns). CEOss is comprised of four domains, the Acquisition Logistics and Administration (ALA), Business and Analytical (BA), Engineering and Scientific (ES), and Specialty Engineering (SE).

Rapid Response- Third Generation
R2-3G is the U.S. Army Program Communications-Electronics Command’s (CECOM) Life Cycle Management contract for the current Rapid Response Program which allows the Department of Defense (DOD) and other Federal Agencies to provide rapid access to products and services to research, development, upgrade, install, fabricate, test, operate, maintain and support new and existing platforms, systems, subsystems. R2-3G is CECOM's primary Homeland Defense Security contract which allows Federal and Non-Federal agencies to use this contract if the work is within scope and Federal funds are used to fund the effort. The on-going objective of R2-3G is to provide government program managers who are forced to deal with deteriorating inventories and shrinking budgets the rapid means of accessing competent industry resources without the traditional acquisition lead time. These system, platform and item managers require rapid access to a broad range of technical service and equipment providers and integrators as the complex government equipment they manage require attention during all phases of the equipment lifecycle.
